Municipal Public Health and Wellbeing Plan

A Municipal Public Health and Wellbeing Plan is a strategic plan that establishes the overall aims and priorities for the local council in protecting, improving and promoting the public health and wellbeing of the people in the municipality.

At the City of Melbourne we refer to the Municipal Public Health and Wellbeing Plan as the Health and Wellbeing Plan 2025–​2029.

​Health and Wellbeing Plan 2025–2029

The City of Melbourne’s Health and Wellbeing Plan is incorporated in its Council Plan 2025–2029, which was endorsed by Council in October 2025. This is because health and wellbeing is a high priority across all areas of Council. The Council Plan 2025-2029 therefore forms the overarching strategic framework for health and wellbeing planning at the City of Melbourne. ​​Additional information on initiatives and partners for each health and wellbeing focus area can be found in Appendix B on page 51-52 of Council Plan 2025-29.

Health and Wellbeing f​ocus areas​

The Health and Wellbeing Plan has ten focus areas.​ These focus areas were informed by an analysis of data drawn from the Health and Wellbeing Insights Report, together with insights from consultation on the Melbourne 2050 vision and Council Plan with over 1000 members of the community. The health and wellbeing focus areas in the Health and Wellbeing Plan 2025–29 are integrated into the outcomes, indicators and key activities of Council Plan.

Focus areas:

  • Family and gender-based violence with a focus on increasing awareness and access to family and gender-based violence support and prevention initiatives.
  • Safety with a focus on increasing the number of people who feel safe in our city and community settings.
  • Food security with a focus on increasing community awareness of and access to nutritious and affordable food.
  • Homelessness with a focus on supporting housing pathways to reduce the number of people who are sleeping rough.
  • Mental health and wellbeing with a focus on increasing community access to programs, services and initiatives that support mental health and wellbeing.
  • Social connection with a focus on increasing a sense of belonging in the community.
  • Active living with a focus on encouraging people to be more active in their everyday life.
  • Community resilience with a focus on increasing community support for each other in times of an emergency.
  • Built and natural form resilience to extreme weather with a focus on increasing shading, cooling and flood infrastructure and interventions.
  • Affordable housing with a focus on increasing the supply of social and affordable housing that meets the needs of our community.

Health and wellbeing is at the heart of our decision-making.

Evaluation and reporting

Council will review our health and wellbeing activity each year, monitor indicators outlined in Council Plan and report on our progress through the Annual Report.
