These matters include, but are not limited to, decisions about:
- declaring a rate or charge
- borrowing money
- approving the budget or revised budget
- adopting or amending the Governance Rules
- approving or amending the Council Plan
- making, amending or revoking a local law
- the employment of the Chief Executive Officer.
Meetings
Council generally meets on the last Tuesday of each month (except in January, during which no Council or Future Melbourne Committee meetings are scheduled). Learn more about upcoming council and committee meetings.
In accordance with the City of Melbourne Act 2001, the Local Government Act 2020 and the Governance Rules, the Lord Mayor must chair all meetings of the Council at which they are present. If the Lord Mayor is absent from a meeting of the Council, the Deputy Lord Mayor must chair the meeting if they are present. If both the Lord Mayor and Deputy Lord Mayor are absent from a meeting of the Council, the Councillors who are present at the meeting must appoint a Councillor in attendance to chair the meeting.
The quorum for the Council is a majority of its members.
Members of the public may make written submissions in relation to items on a Council agenda. However, no provision is made for members of the public to address Council meetings.
There is no provision for public questions at Council meetings. Such a provision is available at meetings of the Future Melbourne Committee.

Governance Rules
In accordance with the Local Government Act 2020, Council is required to have Governance Rules to govern the conduct of Council meetings and meetings of any delegated committee the Council may establish.
