Strategies and plans

The City of Melbourne has an integrated planning framework to ensure our strategies and plans fit together to achieve our M2050 Vision: ‘Liveable Melbourne, growing stronger together’.

Strategic plans

Our long-term vision and suite of strategic plans are the building blocks of everything we do – reflecting the aspirations of our community, setting the priorities that guide our decision-making and outlining the focus of this council term.

  • M2050 Vision: The long-term aspirations our community shares for Melbourne’s future.  
  • Council Plan 2025-29: The roadmap to bring the M2050 Vision to life.  
  • Financial Plan 2025-35: The investment plan to balance short-term needs with long-term goals.  
  • Asset Plan 2025-35: The plan to manage the assets people rely on every day. 

Annual Plan and Annual Report

The Annual Plan and Budget describes the activities the Council will fund in a single year that will have an effect to the Council Plan. 

The Annual Report outlines how the City of Melbourne performed during the financial year against the Annual Plan and Budget. The report is designed to meet our obligations under Section 98 of the Local Government Act 2020 (Vic).

Our transformative strategies

These are long-term strategies, usually in partnership with others and in response to a specific city challenge, such as growth.

For example, Transport Strategy 2030 addresses challenges relating to growth, liveability, climate and economic competition.

Community engagement

We regularly ask the community for feedback on our strategies and plans via Participate Melbourne. Community feedback helps to steer our decisions on planning and renewal, the environment, transport, health, technology, and the community.

This plan provides a 30-year vision to guide the renewal of the area.

City Road Master Plan

The City Road Master Plan was endorsed by the Future Melbourne Committee in June 2016. The master plan will transform City Road into a safe and welcoming place for everyone through a series of capital works projects.
