Our vision for 2050 – Liveable Melbourne, growing stronger together – is our community's ambition for the city we want to be. Our Council Plan turns aspiration into action with six community-driven priorities.

M2050 Vision

The long-term hopes and goals our community shares for Melbourne’s future. The M2050 Vision is a tool to guide strategic decision-making, inspire action and unite people to achieve common goals for our city.

The M2050 Summit was a pivotal event in our first steps towards this vision. Find out what we heard when more than 700 Melburnians gathered at Town Hall on 9 May 2025.

Council Plan 2025-29

The roadmap to bring the M2050 Vision to life. The Council Plan outlines our immediate strategic priorities, actions to achieve our goals and measures of success, based on what matters most to the community. 

Strategic priorities

We will make sure everyone in our community feels empowered to participate and share their voice. We’ll make financial decisions that balance current and future needs, strengthen relationships with First Nations people, and continue to lead, advocate and partner on issues that matter to Melbourne’s future. 

We will help everyone in our community live active, healthy and socially connected lives. We’ll make sure services are available when people need support, and that everyone who lives, works or visits here feels safe and experiences a strong sense of belonging. 

We will design, plan and build a liveable, affordable and welcoming city that is easy to move around. Our streets, squares and community spaces will be accessible, people-centred and sustainable places where everyone can connect and thrive.

We will keep Melbourne a world-class creative capital by nurturing arts, culture and experiences that celebrate our city’s unique character. Working with partners and artists, we will make sure creative opportunities and events are available to everyone, across all neighbourhoods.

We will build on Melbourne’s strengths – our talent, innovation, diversity, location and education – to attract ideas, investment and opportunity. We’ll support our everyday economy, create vibrant precincts and reduce inequalities so everyone can share in our city’s prosperity. 

We will make sure everyone can enjoy parks, open spaces and healthy waterways close to home. We will help our community prepare for floods and heatwaves, continue our journey to zero emissions and support landscape regeneration through sustainable, Country-first practices.

Financial Plan 2025-35

The investment plan to balance short-term needs with long-term goals. The Financial Plan defines our approach to funding Council Plan delivery and positioning Melbourne for continued success. 

Asset Plan 2025-35

The plan to manage the assets people rely on every day. Our Asset Plan outlines how our roads, parks, libraries, lighting and other Council-owned infrastructure support Council Plan delivery, meet community needs and adapt for Melbourne’s future.
