Residential parking permits

If you're a resident of the City of Melbourne living at an eligible address, you can apply for a residential parking permit.

About this permit

Residential parking permits are available in specific areas for residents of eligible properties. Permits allow you to park your car for longer than the time limit shown on specific parking signs.

The City of Melbourne has limited parking spaces on our local streets. There are only 17,000 kerbside parking spaces across the entire municipality.

Permits don’t guarantee parking for residents, but instead help to balance the local parking needs of residents, business operators and visitors.

Residential parking permits are only available if you live in an eligible property within a specific area covered by the permit scheme.

You can only use a permit where a parking sign displays an exception for residents. 

While your property may be in a permit area, your eligibility depends on the type of property, when it was built and whether it has space that can be used to park your car off-street.

City of Melbourne has three neighbourhood groups where parking areas allow extended parking time for residential parking permit holders. Each neighbourhood group is divided into specific, numbered areas:

  • Carlton, North and West Melbourne: Areas 4A, 4B, 4C, 4D, 5, 6, 9A, 9B, 9C
  • East Melbourne, Kensington, Parkville, Southbank and South Yarra: Areas 1A, 1B, 1C, 2, 3A, 3B, 7, 8, 10, 12, 14, 15A, 15B, 16, 17, 18, 19, 21, 22, 23, 24, 25, 26, 27
  • Parkville Gardens: Area 20

You may be eligible for a permit if you live in a property within a permit area. Refer to the map below for details of each area. 
 

Residential parking permits are not available in the central city (CBD) or Docklands. This is due to a limited supply of kerbside parking in these neighbourhoods.

Some housing developments in these areas have off-street parking available to residents as part of their lease or property purchase. The central city and Docklands are also serviced by multiple, high frequency public transport routes and cycling lanes to provide alternative transport options.

Residents of eligible properties in Carlton, North Melbourne, West Melbourne and Parkville (Area 5 only) can apply for parking permits as well as visitor parking vouchers.

  • In areas 4A, 4B, 4C, 4D, 9A, 9B, 9C: your home must have been issued a certificate of occupancy before 1 July 2005.
  • In areas 5 and 6: your home must have been issued a certificate of occupancy before 1 July 2008.

To balance parking needs in local neighbourhoods, permits are only available where a property has not contributed to an increase in residential density.

Parking permits will not be issued if the property has been reconstructed to increase residential density, is a commercial property or is purpose-built student accommodation.

If your property was originally built as a residential property, but later used as a commercial property – and since been restored as residential, without increasing the number of dwellings, it may be eligible for parking permits.

Required documents

You must provide us with two documents (one from each category). 

A list of accepted documents from each category are below. Documents must be current and dated within the last three months.

Category 1 - Confirmation you live at the property:

Provide one of the following:

  • Utility bill, (e.g. gas, electricity, home telephone - excluding water bills) or welcome letter from utility company issued in the last three months, showing supply charges billed to applicant's name at the property address. See examples below.
  • Lease or tenancy agreement signed by tenant and landlord or agent, with at least six months remaining from the permit application date.
  • Statutory declaration (PDF 186 KB) signed by the property owner or landlord with at least six months remaining from the permit application date.
Category 2 - Confirmation you own or use the vehicle appearing on the permit:

Provide one of the following:

  • A vehicle registration certificate showing the vehicle is registered in your name.
  • The vehicle’s Bill of Sale (if issued within the last 3 months) or a copy of the vehicle’s Transfer of Registration.
  • A registration certificate and statutory declaration (PDF 186 KB) from the owner, stating that you have personal use of the vehicle.
  • For company vehicles: a letter from your employer on company letterhead, stating the vehicle is for your exclusive use.

If the supporting documents are in someone else's name, they should apply for the permit instead.

Note: a permit is only valid for registered motor vehicles less than 7.5 metres in length and less than 4.5 tonnes Gross Vehicle Mass.

Number of permits allowed

If your property has:

  • no off-street parking spaces, you can apply for up to two permits.
  • one off-street parking space, you can apply for one permit.
  • two off-street parking spaces, you’re not eligible for a permit.

Off-street parking refers to space available to park vehicles on your property. If your garage, carport or driveway is housing items other than your car, it’s considered a parking space under the scheme.

An eligible property can have one of the following combinations:

  • up to two single registration permits
  • one single registration permit and one dual registration permit
  • up to two dual registration permits
  • you can also buy one booklet of 18 single-use visitor vouchers.
Types of permits

Single registration: one permit for use by one specific vehicle, with the vehicle registration printed on it.

Visitor vouchers: one booklet of 18 single-use visitor vouchers. A booklet contains 12x 3-hour, 4x 24-hour and 2x weekend vouchers. Visitor vouchers don’t have an expiry. If you require more, you may purchase one booklet every two months.

Residents of eligible properties in areas of East Melbourne, Kensington, Parkville, Southbank and South Yarra can apply for residential parking permits.

  • To balance parking needs in local neighbourhoods, permits are only available where a property has not contributed to an increase in residential density.In areas 3B, 7, 12, 15A, 16, 18 your home must have been issued a certificate of occupancy before 25 March 2010.
  • In area 8 your home must have been issued a certificate of occupancy before 25 October 2011.
  • In areas 1A, 1B, 1C your home must have been issued a certificate of occupancy before 1 May 2018.
  • In area 3A your home must have been issued a certificate of occupancy before 1 July 2018.

Residents are not eligible if the property has been reconstructed to increase residential density, is a commercial property, or is purpose-built student accommodation.

  • Signed lease or tenancy agreement by tenant AND landlord or agent with at least six months remaining from the permit application date.
  • Statutory declaration (PDF 186 KB) signed by the property owner or landlord with at least six months remaining from the permit application date. 

All supporting documentation submitted must be current and issued within the last three months of receipt. If the documentation is in your partner or housemate’s name, they should apply for the permit instead.

Number of permits allowed:

Eligible properties in areas 1A, 1B, 1C, 2, 3A, 3B, 8, 10, 16 and 27 can have one of the following combinations:

  • up to two single vehicle registration permits
  • up to two dual vehicle registration permits
  • one single registration permit and one dual vehicle registration permit
  • one single registration permit and one transferable permit
  • one dual registration permit and one transferable permit.

Residents in areas 7, 12, 14, 15A, 15B, 17, 18, 19, 21, 22, 23, 24 and 26 can have one of the following combinations:

  • one single vehicle registration permit
  • one dual vehicle registration permit
  • one transferable permit.

Transferable parking permit: one permit for use on one vehicle. This permit has no registration printed on it and is suitable a visitor.

All permits are issued for 12 months.

Residents of eligible properties in Parkville Gardens (Area 20) can apply for one parking permit and visitor parking vouchers.

Required documents

You must provide us with two documents (one document from each category below).

Visitor vouchers: a booklet of 18 single-use visitor vouchers. You may buy one booklet every two months. A booklet contains 12 x 3-hour and 6 x 24-hour vouchers.

All permits are issued for 12 months. Vouchers do not have an expiry date.

Timelines

The application process takes approximately 15 minutes.

Once the application is submitted, allow up to 15 business days for our team to assess your application.

We will notify you of the outcome via email. If your application is approved, the email will include a link to pay for your permit. We will post your permit once payment is made.

Payment must be made within one month of the issue of your payment notice. After this date, your permit approval will lapse, no permit will be issued and you will need to lodge a new application.

Fees and payments

  • First permit issued at the property (12-month permit): $53.50
  • Second permit issued at the property (12-month permit): $146
  • Visitor voucher booklet for eligible properties (18 vouchers): $64.60.

After we approve your permit application, a payment request notice will be sent to you. Please use one of the payment methods specified on the notice to pay. 

Permits and vouchers are non-refundable.

Concessions

Fees are waived for applicants who hold one of the following cards:

  • Pensioner Concession Card
  • Veteran’s Affairs Pensioner Concession Card
  • Repatriation Health Card for either TPI or War Widow.

You must provide a copy of the card when you apply. Your card must show the same address as the permit application. Health Care Card holders are not eligible for concession.

You can only use a permit where a parking sign displays an exception for residents. 

Permits have an area number specific to the immediate local area that can only be used where a parking sign says ‘Area # Resident Permit Excepted’. Not all parking spaces within permit areas provide this exception. 

The area indicated on the permit (for example, Area 4c) must match the area noted on the sign.

Additional information

If your permit is lost, stolen, damaged or your vehicle registration number has changed (i.e. purchased a new car), you may request a replacement permit online via City of Melbourne Services External link. All requests for replacement permits must be made online by the permit holder.

If you don't have a City of Melbourne Services online account, you'll need to create a new account External link. See permit help and support for more information.


If your permit is in your account and you have supporting documents:

  • Under ‘My permits’ select the permit you want to replace, then select ‘Amend permit’.  
  • Select the reason for replacement and attach the relevant supporting documents listed below. You can complete this step while we wait to receive your physical permit.

If you are unable to amend your permit via your account:

  • If you can’t provide the required documentation, a new permit may be issued (with a new expiry date) at the cost of an annual permit. 
  • Apply for a new permit through your account.

Permits not received or missing in the post:

  • Permits are typically issued and posted within two business days. Delivery times via Australia Post range from two to four business days. 
  • We will replace a missing permit for the annual permit fee without any supporting documents.
  • Replacement permits are valid for 12 months from the date of issue. 
  • The fee may be waived in the first instance of a missing permit at this property address if the missing permit is reported within three weeks after payment.

For lost or stolen permits:

  • We will issue a free replacement for your lost permit with a statutory declaration (PDF 186 KB) submitted through an amend or replacement request via your online Services Account.
  • For stolen permits, provide a copy of a police report. We take permit misuse very seriously and after receiving a police report, your old permit will be cancelled immediately.

For damaged or unusable permits:

  • Return the damaged permit to us via post, we'll wait to receive this before we issue a replacement.

If you’ve recently purchased a new car or changed your vehicle registration:

  • Return the old permit to us via post, we’ll wait to receive your old permit before we issue a replacement. If you are a resident from Carlton, North and West Melbourne or Parkville Gardens, you'll also need to provide a copy of your new vehicle's registration certificate.

  • If you’re not the registered owner of the new vehicle, you’ll also need to provide a statutory declaration (PDF 186 KB) from the vehicle owner stating that the vehicle is for your personal use.
  • If the vehicle is owned by a company, you must supply a letter from your employer on company letter head stating that the vehicle is for your exclusive use.

We will cancel the old permit. 

If you provide the above information for lost or stolen, damaged or change of registration permits, the replacement permit will be free of charge and have the same expiry date as the permit it replaces.

If you can’t provide the above information, a new permit may be issued (with a new expiry date) at the cost of an annual permit.

  • Vouchers can be used where parking signs state that resident permits are excepted. The area indicated on the voucher (for example, Area 4a) must match the area noted on the sign.
  • Vouchers must be filled in with a permanent marker and are not valid if completed in pencil. Each voucher is single-use only and is not valid if re-used or altered.
  • 3-hour vouchers allow an additional 3 hours on top of the parking time limit shown on the sign. For example, if a vehicle displaying a 3-hour voucher is parked in a 2P (two hour parking) area, the voucher extends the legal parking time to 5 hours.
  • 24-hour vouchers are valid for 24 hours from the handwritten time and date on the voucher.
  • Weekend vouchers are valid from Friday noon through to Sunday midnight. If there is a public holiday on the Friday, then the voucher starts on the preceding Thursday noon. This does not extend to public holidays on a Monday.

You do not have to pay parking fees if you correctly display a valid voucher.

If you recently bought your vehicle and can’t supply a copy of the vehicle’s current registration certificate, we will also accept a copy of the vehicle's Bill of Sale (if issued within the last 3 months) or a copy of the vehicle's Transfer of Registration. 

Documents must show your name and the vehicle registration number. The vehicle registration will be printed on the permit.

Copies of documents must be submitted when completing your application, they can't be sighted instead.
