VicRoads External link manage vehicle ownership records in Victoria. You should resolve any disputes with VicRoads before you nominate a driver.
You should nominate a driver as soon as possible. After the fine is registered with Fines Victoria, the City of Melbourne cannot process a nomination.
Step 1. Check you are eligible
To nominate a driver, you must be:
- the registered owner for a private vehicle, or
- the director or authorised corporate officer for a company-owned vehicle.
A driver cannot submit their own nomination.
Step 2. Collect the required details
To transfer a fine to another person, you need to provide their:
- full name
- Australian residential address (international, hotel or holiday addresses are not accepted)
- date of birth or driver licence number.
To nominate a corporation, you will need the corporation's name, ACN and address.
If you sold the vehicle, you should contact VicRoads External link to ensure the vehicle has been transferred to the buyer before making a nomination. You will need the other person’s name, address, driver’s licence details and the date of sale or transfer.
If the vehicle was stolen, you will need a police report number and the station where you reported it.
You should have supporting documents ready to attach, such as a car hire agreement or a copy of the driver’s licence.
Step 3. Complete the online form
You can transfer responsibility for the parking fine by completing a User Statement.
Please note you cannot nominate the driver for a Local Laws offence.
What happens next
After we process the User Statement:
- We’ll post a withdrawal notice to you and post the reissued fine to the person you nominated.
- If there is a problem with your nomination, we’ll let you know why and what further action you can take.
Driver nomination FAQs
Hire car (Australian residents): The hire car company should complete the above form to nominate you as the driver.
International drivers: You need a current Australian residential address to be nominated. The vehicle owner is responsible for the fine and may recover costs under your rental or lease agreement. Contact your vehicle hire or lease company for more information.
Company car: The company director or authorised delegate should complete the above form to nominate you as the driver.
You may still be the last registered owner on the date the parking fine was issued if there was a delay in submitting transfer papers to VicRoads, or they were incorrectly completed.

If you are the registered owner of the vehicle, you are expected to know who is using your vehicle at any given time.
If you are the registered owner of the vehicle, you are responsible for the parking fine unless you successfully nominate the driver.
If you do not take action by the due date on a notice issued to you, the fine will escalate in the infringements process. Learn more about what happens to overdue fines.
If you are the registered owner of the vehicle, notices are considered served to you even if you are overseas. If you are on holiday, you can redirect your mail or ask a friend or neighbour to collect it on your behalf.
You can nominate a driver using the above form anytime until the fine is registered with Fines Victoria External link.
If you're not the registered owner of the vehicle, you should be nominated as the driver before you request an infringement review.
The owner can:
- nominate you using the above form, or
- provide an authorisation letter for you to request an infringement review on their behalf.
If the vehicle is registered to a company, you must confirm in writing that you are the company director when requesting an infringement review.
If you’re not the registered owner of the vehicle, you must be nominated before you elect to contest a parking fine in court.
The registered owner can nominate you by completing the above form.
An ABN number can be used for different companies whereas an ACN number is only allocated to a single business.
