We’re making parking simpler and more reliable in your neighbourhood.

​​​​​​​​​​​​​​​​​​​​​​​​​​As we deliver our Parking and Kerbside Management Plan, we’re reviewing and revising the on-street parking in all neighbourhoods across the City of Melbourne. After we engage with the local community External link, we design improved parking conditions and then roll out the changes in each neighbourhood.

This is a review of street parking which is managed by City of Melbourne and does not affect the 130 off-street car parking facilities in the municipality.

West Melbourne

West Gate Tunnel

The City of Melbourne has been working closely with the Department of Transport and Planning (DTP) ahead of the opening of the West Gate Tunnel later this year.

Before the tunnel opens, we’ve worked with DTP to roll out a range of interim measures in local streets across North and West Melbourne to help ensure these neighbourhoods aren’t used as shortcuts by motorists.

Parking improvement works will roll out in West Melbourne from May 2025.

Kensington

We'll start making parking improvements in Kensington from November 2024. Works will update parking conditions to better balance community needs and are the result of parking data analysis and feedback from the Kensington community External link.

Learn more about residential parking permits, including permit types and availability. 

  • Where parking demand is high, we will line-mark individual parking spaces. This will support parking enforcement and help prevent vehicles blocking access and driveways.
  • Where there is weekday demand for parking, we will typically update controls to apply from 7am to 7pm, Monday to Friday.
  • Where there is consistent demand for parking, we will typically update controls to apply from 7am to 7pm, Monday to Sunday.
  • Where demand is high, we will typically increase the number of parking spaces where resident exceptions apply.  
  • Current parking availability in Kensington does not require the introduction of paid parking.
  • We will add 'No Parking' bays that allow pick up/drop off for passengers and goods to support local businesses and schools.
  • We will add more accessible bays in key locations near public transport, business and community facilities to support kerbside access.
  • We will use standard street layouts to create a consistent and balanced mix of kerbside uses and a simpler parking experience.
  • This first round of parking changes will not affect some areas where existing controls apply for longer periods, such as 7am to 11pm. 

Carlton

Parking improvements to Carlton precinct will be rolled out from August 2024.

​The changes are not ‘set and forget’. We will review the changes within a year to make sure the new parking conditions are working well.

Support turnover of parking when demand remains high:

  • We will extend parking control hours to a consistent 7am to 10pm, Monday to Sunday.
  • In the “Lygon Precinct” we will extend parking control hours to a consistent 7am to 7pm, Monday to Sunday.
  • Where 11pm controls currently exist they will not be adjusted.
  • A ‘peak’ rate of $4 per hour will apply between 7am and 7pm, Monday to Friday. There is no increase to the current peak rate.
  • An ‘off peak’ rate of $2 per hour will apply after 7pm weeknights and on weekends.
  • ​​Carlton 'green sign' parking will typically be 2P Meter (two hours) to support the average visit length in the neighbourhood. Accessible parking will typically be 2P (two hours). Existing 1/2P parking will not be changed.
  • Kerbside parking in Carlton will prioritise space for loading zones, accessible bays and short-term parking by locals and visitors. Untimed parking areas limit the number of vehicles that can access the kerbside each day.
  • Longer-term parking will be provided nearby Princes Park to accommodate people needing longer stays. Parking controls will include 4P Meter (four hours) and P Meter (untimed). We will also promote the available off-street parking options in the neighbourhood.
  • There will be minimal change to resident exempt areas and total resident exempt bay numbers.
  • 15 Minutes free parking in any ‘green sign’ space via the EasyPark app will be introduced in Carlton following the success of this initiative in the central city and Southbank. Read more about where and how to get 15 minutes free.
  • “No Parking” bays will support pick up/drop off to help business and food delivery vehicles access businesses and residences. 
  • We will adjust Loading Zone controls to a consistent 30 minutes between 7am and 4pm, Monday to Friday and 7am to 7pm Monday to Sunday in “Lygon Precinct”.  

Southbank and Botanic Gardens​

Parking improvements to Southbank and Botanic Gardens precinct were rolled out from mid-March 2024. These works updated parking conditions to better balance community needs and were the result of parking data analysis and feedback from the Southbank community External link.

A key principle of these parking improvements is that the changes are not 'set and forget'. As part of our commitment to review them each year to make sure they are working well, we checked in with the Southbank community in November 2024. Following this check-in, we completed further improvement works in January 2025.

To support turnover of vehicles when parking demand remains high:

  • Parking controls will be 7am to 9pm, Monday to Sunday.
  • A ‘peak’ rate of $4 per hour will apply between 7am and 4pm, Monday to Friday. There is no increase to the current peak rate.
  • An ‘off peak’ rate of $2 per hour will apply after 4pm weeknights and on weekends.
  • The 'off peak’ rate of $2 per hour will apply to ‘P’ all day parking Monday to Sunday.
  • Southbank ‘green sign’ parking will typically be 2P Meter (two hours) or 3P Meter (three hours) to support the typical visit length in the neighbourhood. Accessible parking will typically be 4P (four hours).
  • We typically will no longer provide all-day kerbside parking in Southbank. This is to prioritise the demand for short-term parking by locals and visitors. Low turnover in untimed parking areas limits the number of vehicles that can access the kerbside each day.
  • Long-term parking will be provided nearby Botanic Gardens, Kings Domain and high school to accommodate people needing longer stays (such as workers). Parking controls will include 4P Meter (four hours) and P Meter (untimed). We will also promote the available off-street parking options in the precinct.
  • We will install more pick up/drop off spaces (‘No Parking’) to help commercial passenger and food delivery vehicles access buildings in Southbank.
  • 15 Minutes Free Parking in any ‘green sign’ space via the EasyPark app will be introduced in Southbank following the success of this initiative in the central city.​ Read more about where and how to get 15 minutes free.

​We will provide more long-stay parking for tourist coaches visiting the Botanic Gardens precinct and central city.

Central city (CBD)

We completed the roll out of improved parking conditions in the CBD in March 2024.

We’ll give the community time to adjust, then review the changes to make sure the new parking conditions are working well. 

Some areas of West Melbourne were updated with the CBD in 2024. Due to community feedback these areas have been changed to West Melbourne and will be updated in 2025 in line with the West Melbourne Parking Review. Read more about works in West Melbourne External link.

  • This changes a range of time limits in the CBD to two hours, simplifying parking conditions and the signs that communicate them. 
  • A two-hour time limit keeps more spaces turning over for people who need to park at the kerbside.
  • When you use the EasyPark app you’ll pay nothing for a short stop (up to 15 minutes in any ‘green-signed’ parking space, like ‘2P Meter’). If you’re in and out within 15 minutes, we waive the parking fee. Read more about where and how to get 15 minutes free.
  • No fees are waived if you park longer than 15 minutes. 
  • This initiative helps to boost parking turnover.

The peak rate will remain at $7 per hour and apply to metered spaces until 7pm on weekdays. Demand has increased during these periods and this helps to maintain parking turnover and availability for people needing to travel by car.

All loading zones will be a consistent 30 minutes to give drivers enough time to complete deliveries.

Disability parking permit holders can also park for double the time limit shown on any general ‘green sign’ parking space (up to four hours in a ‘2P Meter’ space).

These are typically the first spaces after every intersection. 

You can use these ‘No Parking’ spaces to stop for up to two minutes if you stay within three metres of your vehicle. 

These spaces are easy to find and access, and perfect for if you’re picking-up or dropping-off passengers. 

We’ve also set parking conditions so that most loading zones become regular two-hour parking spaces after 4pm. This creates more parking options, more of the time.​
