Retrofit Melbourne, developed in partnership with industry, is the City of Melbourne’s comprehensive plan to support commercial building retrofits.

Retrofit Melbourne Plan

This plan builds off the success of our 1200 Buildings program and is the culmination of two years of consultation with industry and community. You can find out more about this consultation process on the Participate Melbourne External link page.

Retrofit Melbourne sets out 11 initiatives designed to accelerate the rate of commercial building retrofits in the City of Melbourne. These are grouped into the four work streams; advocacy, information and support, enabling mechanisms and regulation.

Buildings Energy Use and Emissions Study

The City of Melbourne commissioned Strategy, Policy, Research consultants to deliver an updated Buildings Energy Use and Emissions Study, published September 2024. This study provides evidence-based and validated analysis of the municipal’s existing building stock and was produced to better understand energy consumption by energy source and associated greenhouse gas emissions of the various building space uses across the municipality, as well as identify high emitting building space uses. The study provides a deep-dive into the building characteristics and looks at the geographical spread of space uses across the City of Melbourne. The purpose of this study is to support ongoing research and policy development to reduce emissions from the buildings sector.

Zero Carbon Lease – User Guide

City of Melbourne’s Zero Carbon Lease – User Guide helps building owners and tenants to work together in achieving carbon neutral buildings. By including Zero Carbon Lease clauses in their commercial agreements, parties establish a shared understanding of what the environmental performance of a zero-carbon building is and commit to sharing responsibility for building decarbonisation. 

We are seeking organisations to pilot the Zero Carbon Lease template clauses. Be an industry leader in sustainability and help inform others through our case studies. Organisations interested in participating or providing feedback and suggestions to improve the Zero Carbon Lease clauses can contact the City of Melbourne at zerocarbonbuildings@melbourne.vic.gov.au.
